Firearms on Campus

TVCC follows Texas Government Code Sec. 411.2031 to enforce the carrying of handguns by license holders on campuses. Here is an overview below:

General Rules

  • No firearms may be used, possessed, or displayed on TVCC property or at TVCC events unless allowed by law and TVCC rules.
  • Peace officers are exempt.
  • Open carry is always prohibited on all TVCC campuses for everyone, including license‑to‑carry (LTC) holders.

Concealed Carry

  • LTC holders may carry a concealed handgun on campus.
  • The handgun:
    • Must stay completely hidden.
    • Must be on or within reach of the carrier.
    • Must be in a proper holster that covers the trigger and keeps the gun secure.
  • LTC holders must secure the gun when it’s not on them (locked car or approved gun safe in campus housing).
  • TVCC does not provide gun storage.

Identification

  • LTC holders must show their license only when asked by law enforcement.
  • TVCC cannot require students to reveal LTC status, unless required by law.

Where Guns Are NOT Allowed

You cannot carry a concealed handgun in the following locations/events:

  1. Sporting events (intercollegiate, club, or intramural)
    Cardinal Gym, Bruce Field, Cain Softball Fields when events are going on.
  2. Places of worship.
  3. Polling places during elections or early voting.
  4. Court‑used areas on campus (unless legally authorized).
  5. Secure areas of the TVCC Police Department.
  6. Mental‑health counseling areas.
  7. Rooms with officially posted Open Meetings.
  8. Rooms used only for Early College High School Pinnacle Program during class times.
  9. Formal hearing rooms (disciplinary, grade appeals, financial aid appeals, etc.).
  10. Testing centers and rooms for tests that prohibit firearms (ex: CLEP, ACT, GED, CompTIA, etc.).
  11. Areas with pre‑K–12 school‑sponsored events or high school graduations when that is the only activity in the room/building.

TVCC will post signs anywhere guns are prohibited.

Campus Housing Rules

  • LTC holders living on campus may store a handgun only in their own approved gun safe.
  • Safes must:
    • Hold the firearm fully
    • Use 16‑gauge steel or stronger
    • Use a combo/electronic/biometric lock (no key locks)
    • Stay out of public view
    • Be accessible only to the LTC holder
  • No handgun storage is allowed in campus housing during long breaks (Thanksgiving, Christmas, spring break, summer).

Additional Prohibited Weapons

Not allowed at any time on TVCC property or events:

  • Illegal knives, clubs, or prohibited weapons
  • Fireworks
  • Incendiary devices
  • BB guns or any air‑powered projectile devices
  • Razors
  • Chains
  • Throwing stars

The College President can ban additional items if they pose a danger.

Liability + Discipline

  • LTC holders are personally responsible for any injury or property damage caused by their handgun.
  • Students or employees who violate these rules face disciplinary action.

Temporary Restrictions

  • The College President may temporarily prohibit concealed carry at certain events/locations for safety reasons.
  • Requests must be submitted 30 days in advance.
  • The concealed carry committee reviews requests and advises the President, whose decision is final.

Training + Policy Updates

  • TVCC provides training on these rules at orientations and when requested.
  • Policy changes follow committee review and Board approval.
  • A campus carry report is submitted every two years as required by law.
